Dress Code but no Noise Code?

Pope Francis wants a mess in the church and he wants noise in the church.
FSSP claim to have silence at the Latin Mass but what about the screaming crying and wailing babies that disrupt the Sacred Silence?
Are we suppose to pretend that screaming crying and wailing babies doesn't disrupt ones peace of mind?
